Appropriate previous experience in a supervisory or managerial position. Appropriate experience in Human Resource Management (HRM), Human Resource Development (HRD), Training and Labour Relations. |

Appropriate three-year National Degree or Diploma in a Human Resource related field. |
|
|
Extensive knowledge of the Regulatory frame, eg. Public Service Act, 1994 (as amended), Public Service Regulations, 2016, Employment Equity Act, 1998 (as amended), Employment Equity Regulations 2015 and Labour Relations Act, 1995 (as amended), etc. Excellent knowledge of HR Policies, procudes and practices pertaining to Human Resource Management, Human Resource Development and Labour Relations. Computer literacy (Excel spreadsheets, MS Word, MS PowerPoint, presentations and reporting writing). Knowledge of Staff Performance Management System. Excellent communication and presentation skills and ability to work in a team. An analytical approach to work, problem-solving and decision-making skills and initiative. |

Manage the Human Resources, Labour Relations and Human Resource Development within the within the Sub-structure. Provide professional and specialised support to the Sub-structure Director regarding establishment management. Provide management support with regard to the compilation and control of the personnel budget of the Sub-structure in conjunction with Finance Sub-directorate. Implement Human Resources and Labour Relations policies and plans e.g. Human Resource Plan, Employment Equity Plan, Performance Management, Occupational Specific Dispensations, Skills Development Plan. Compile and manage budgets with regard to the Human Resource Sub-directorate of the Sub-structure. Identify, analyse and resolve existing and anticipated problems regarding Human Resource issues. Ensure sufficient personnel administration service to the Sub-structure staff as well as the execution of transversal matters. |
