Experience:
Appropriate experience with BMI (Budget Management Instrument) analysis. Appropriate experience in compiling, analysing and loading of budget on BAS. Extensive experience in extracting information or reports from BAS and Vulindlela for analysis. Extensive experience in creating of Excel spreadsheets and pivot tables.
 
Requirements
Appropriate three-year National Diploma or Degree in a financial field.
 
Duties (key results areas/outputs):
Assist in compiling the Medium Term Expenditure Framework (MTEF), Adjusted Estimates of Provincial Expenditure. Capture and maintain budget on accounting system. Compilation of Appropriation accounts, Conditional grant- and Transfers annexures in Annual financial statements. Compile monthly expenditure projections in particular experience with the IYM (In year monitoring) tool. Maintaining of expenditure segments on Standard Chart of Accounts. Detection and correction of incorrect accounting entries. Analysis of expenditure, trends and deviations. Application of management accounting techniques to analyse, project and report on expenses. Application of accrual accounting principles to the extent required by accounting statements. Reporting on expenditure to applicable users/entities. Assist staff with the understanding and use of the management accounting system. Supervise and train sub-ordinates and provide support to Deputy Director, Expenditure Administration.
 
Competencies (knowledge/skills)
Extensive knowledge of the budgeting process. Extensive knowledge and experience of BAS and Logis. Knowledge of In-Year monitoring (IYM). Knowledge of the PFMA, National and Provincial Treasury Regulations. Ability to communicate efficiently in two of the three official languages of the Western Cape. Advanced computer literacy (MS Excel and Word). Excellent interpersonal skills and the ability interact with a broad range of users at all levels of authority but also to work independently and unsupervised. Problem solving and lateral thinking skills. Ability to analyse information and work with figures. Sound understanding of accounting principles.

Inherent requirement of the job
Valid (Code B/EB) driver’s licence. Willingness to travel and work overtime when required.
 
 
 
 
Remuneration:
R 356 289 - R 419 679 Annual salary plus service benefits (13th cheque, employer's contribution to the pension fund, housing and medical aid allowance).
