Senior Administrative Officer: Supply Chain Management (Contract Administration)

Experience:
Appropriate experience in procurement, systems and contract administration including financial accounting. Appropriate working experience in Supply Chain Management. Appropriate supervisory experience.
 
Requirement:
Appropriate three-year National Diploma or Degree.
 
Competencies (knowledge/skills):
Knowledge of the Public Finance Management Act (PFMA), National, Provincial Treasury Regulations,the Accounting Officer’s System of the Department of Health, ePS(Electronic Purchasing System): Preferential Procurement Regulations. Knowledge of the bidding process, and Contract Management. Excellent managerial and leadership skills. Good organising and presentation skills. Ability to work under pressure and meet deadlines. Computer literacy (Logis, MS Word, Excel, PowerPoint). Excellent writing and communication skills. Ability to function individually and as part of a team.
 
Duties (key result areas/outputs):
Management and co-ordination of the SCM Contract Management and Administration component. Identify and systematically manage risks including operational and financial risks pertaining contracts. Accurate and timeous reporting as per requirements. Support Internal Stakeholders to monitor and improve performance on contracts. Effective organising and performing of administrative tasks. Serve as a member on the Metro Health Services Quotation, Bid Specification and Evaluation Committees. Effective co-operation and support to supervisor, colleagues and members of the management team. Manage Supplier and contract performance in the Chief Directorate. Provides advice pre and post bidding phase. Visit Institutions to support with contract management and administrative matters. Resolve problems and disputes and escalates as appropriate in terms of bids. Compile bid documents that include prescribed forms, preferential procurement allocations and specifications. Ensure that all items and services are sourced and procured in terms of Supply Chain Management Framework, Provincial Treasury instructions and Practice Notes. Act as component Head if and when required.

Inherent requirement of the job:
Valid driver’s licence (Code B/EB). Ability to communicate in two of the three official languages of the Western Cape.
 
 
 
 
Remuneration:
R 359 517-R 397 104 per annum Annual salary plus service benefits (13th cheque, employer's contribution to the pension fund, housing and medical aid allowance).
